National Consultant for Tobacco Control Program Evaluation (East Timor)
The MDF Asia is looking for a qualified and motivated short-term national of Timor Leste to be:
National Consultant for Tobacco Control Program of WHO
The MDF in partnership with ACT for Performance is commissioned by WHO-SEARO to conduct and evaluation of the tobacco Control program in SEAR member countries.The evaluation team will comprise a core team of international experts/evaluators and a national consultant in each of the 11 SEAR countries. The evaluation will cover tobacco control policies and program intervention in each of the member countries; specifically it will look into 4 dimensions with respect to these policies and programs: (1) political will/enabling environment; (2) implementation tools; (3) partner agencies; (4) compliance and level of implementation.
Tasks & Responsibilities:
Contribute to the core team’s efforts;Conduct desk study of related documents; Take part in the FGD, interviews that will be conducted in priority countries to be visited by the core team;
Master degree in public health;Experience in evaluation and field research; Experience working in tobacco control activities will be an advantage;Excellent analytical and writing/reporting skills;Good mastery of English (speaking and writing); Knowledge of the health sector NGO community or consumers’ organizations.
